(In order to model proper procedures, selected summit coordinators will chair the Screening and Preamble Committees)


GOALS:

* Screen the proposed articles for duplication. Only screen for duplication within EACH research area.

* Agree that the format of the Declaration should be similar to the Declaration of Human Rights (see attached model).

* Discuss any concerns that delegations may have regarding the proposed Articles.

* Number each Article, agree on the sequence and decide on appropriate heading so that each group of Articles can be identified with the designated research area.

(Remember, a group of Articles are the 6 Rights and 6 Responsibilities that are based on a research area.)

* Practice Parliamentary Procedure


Procedures

As a multinational committee, please complete the following tasks:

1) Each school must make sure that they have TWO representatives on this committee.

2) After a representative from each school, reads their proposed Articles, the committee must do the following:

* Search for duplication ONLY WITHIN each research area. If there is no duplication, adopt the proposed Articles as written. If there is duplication, agree to eliminate it, then adopt the revised Articles.

* IF there are any concerns, address and propose remedies. Write out concerns and proposed remedies so they can be reported back to the home delegations.

3) Agree and approve the format for the Declaration of Environmental

Rights and Responsibilities. The format can be identical to the

Declaration of Human Rights created by the United Nations (see attached).

4) Agree on the sequencing (numbering) of the Articles. Choose appropriate headings for EACH group of Articles.

(Remember, a group of Articles are the 6 Rights and 6 Responsibilities that are based on a research area.)

5) Report the above results of the Screening Committee to your home delegation. Address any questions and (or) concerns from your home delegation (IF ANY) and report back to the screening committee.

6) Formally approve the Declaration as finalized by the Screening Committee so it may be formally adopted at the General Assembly on Tuesday September 9,1997.

7) Present final Declaration to the Chairpersons so it can be printed and uploaded on to the website.
