PROCEDURES

The Preamble Committee shall follow these procedures to achieve its goals:

  1. Read and analyse the Preamble for the Declaration of the Human Rights (see attached) as the model for the Preamble for the Declaration of Environmental Rights and Responsibilities.

    Share and discuss each Country's ideas regarding the Preamble

  2. After a representative from each delegation shares their proposed preamble, work as a group to identify and underline common words and phrases that exist in each delegations’ proposed preambles.
  3. List the common words and phrases on the whiteboard in front of the room and discuss their relevance, significance and appropriateness for inclusion in the Preamble


    Generate a Preamble

  4. Using the common words and phrases craft an original preamble for the Declaration of Environmental Rights and Responsibilities. (Maximum 500 words)
  5. Using democratic process, agree and approve the Preamble as generated by the Preamble Committee


    Post Preamble Committee Responsibilities

  6. Present the generated Preamble to your home delegation
  7. The Preamble will be formally adopted by the General on Friday October 1, 1999.
  8. Present final preamble to the chairpersons so it can be printed and uploaded on to the website.
