21st Century Schoolhouse 2001 Summit

REQUIREMENTS FOR THE SUMMIT

Congratulations on the selection of your delegation. In preparation for the International Youth Environmental Summit this summer we would like to share some basic requirements each school will need to complete.

There are 4 stages that are critical aspects of the legislative process for the Summit. We respectfully request that you complete and link the following information to your school's homepage by the indicated dates.

STAGE 1: THE RESEARCH

Due: June 10, 2001

STAGE 2: INTERNET MEETING

Due: June 30, 2001

STAGE 3: DURING THE SUMMIT

STAGE 4: POST-SUMMIT ACTIVITIES


STAGE #1 – THE RESEARCH

Provided is a uniform framework for researching each of your selected areas of study which should be used by each delegation. Please have your delegation present their research using the following headings:

I.  NAME OF YOUR AREA OF STUDY:

              Eg: Recycling, Reusing and Reducing

 

II.       HISTORICAL/SCIENTIFIC BACKGROUND OF YOUR AREA OF STUDY:

              Eg: Mass production and mass consumption were both important during the 1960's when Japan’s economy was growing rapidly...

 

III.    EFFECTS OR IMPACT OF YOUR ENVIRONMENTAL PROBLEM:

              Eg: CO2 and other toxic gases emitted when garbage is burned cause...

 

IV.        FIVE ENVIRONMENTAL PROBLEMS RELATED TO YOUR AREA OF STUDY:

V.           PROPOSE SOLUTIONS THAT ADDRESS THE FIVE PROBLEMS.

IV consists of two parts:

  1.         The General condition at present and its background
  2. 5 problems you have been facing (They correspond to Rights and Responsibilites, the concept used in the past two summits.  Behind this change is our wish to make the goals more down-to-earth and tangible) including:
Each country will post five problems in relation to each research area by June 10th. (Japan, for example, has been researching three areas: "Human Beings and Rivers", "Waste Water Management" and "3Rs".  Japan is expected to present five problems relevant to "Human Beings and Rivers" and another five for the remaining two each.)

STAGE #2 – INTERNET MEETING

All the posted problems are to be examined in terms of similarity and relevance to the research area and then reduced to ten critical problems (by June 30th) per research area.  They will be numbered from W1- 1 to W1- 10, for example in the case of ‘Human Beings and Rivers’.  (W stands for ‘WATER’ and W1 for ‘Human Beings and Rivers’)  The same applies to W2(Waste Water Management), G1(Management of Non-Degradable Waste) and G2(Recycling, Reusing, and Reducing).  There will be 40 problems in total across the four areas.

 Note: In the process of singling 10 problems out of 15 or 20, depending on how many countries are engaged in the area, all the problems will be posted on a web page and the countries engaged will vote to reduce them.  For this reason, meeting the above due date (June 30th) and interacting on the web prior to the summit is of great importance.


STAGE #3 – DURING THE SUMMIT

As you know from your agenda the discussion begins on Wednesday, August 1st and ends on Sunday, August 5th.  During this discussion period you can expect the following sessions:

Wednesday, August 1  20:40 to 22:00
Thursday, August 2 8:30 to 10:00

Each research group will present their field of study and 5 problems to the General Assembly. (all  delegates representing the 21st Century Schoolhouse).  All the delegates are encouraged to ask questions , if any exist.

Thursday  August 2    10:20 to 12:00, afternoon & 19:00 to 20:20
Friday  August 3      morning & afternoon

Delegates will break into multinational committees based on the 4 areas of focus (W1, W2, G1 and G2) for the Summit. Delegates will work together to craft 3 solutions of two kinds for each of the five problems: general solutions and specific ones which we can carry out as an individual.  The ratio of the two is up to each committee. 

Sunday,  August 5

Solutions to the discussed problems will be presented to and approved by the General Assembly. The General Assembly will formally approve the actual Declaration of Environmental Problems and adopt the solutions which were crafted by the multinational committees.

Multinational Committee Organization and Resposibilities

1. Delegates will work out three solutions for each problem in the multi-national committees.

A)     Delegates split into groups of 2 – 3 people and brain storm on 2 – 3 problems in each group.
B)     Each group is responsible for figuring out three solutions per problem.  They consist of general one(s) and specific one(s), whose ratio is up to the  group.  The specific solutions are the ones we can carry out as individuals in our daily life.
C)     These solutions then will be presented to the committee and shared and discussed by all the members.  Some improvements, corrections and addition are expected to be made in this stage. 
D)     The final outcome will be consolidated onto the following form. (One form per problem)
E)     Everyone will sign the contract and promise to carry at least one specific solution into practice as an individual.
(Note) This will be an alternative to "evaluation."  One year later, we can evaluate ourselves as to how much we could keep our promises.
F)      Each committee is provided with a big sheet, on which every member will write his or her own pledge and sign.  This pledge will be announced at the closing ceremony.

(Note)  Solutions can be either general or specific.

2. The day before the closing ceremony, the delegates start to prepare for a presentation.  The following tasks must be discussed and assigned to each member in a democratic way.   

A)     Making a power point presentation
B)     Deciding how and who is going to make the presentation regarding the research area
C)     Also, preparing for the presentation on the theme of "Living in the New Century" and "True Global Collaboration"

3.        Each multi-national committee is allotted 10 minutes to present the research outcome.

4.        After the presentations, each delegate will go onto the stage and pledge a single action that they will carry out.  After they come down from the stage, they will sign a group pledge sheet.


STAGE #4 – POST SUMMIT ACTIVITIES

 Ultimately what the delegates produced elaborately as solutions and their dreams along with pictures taken in commemoration of the summit will be made into a booklet entitled "A Report on the Third International Youth Environmental Summit in Toyama".  It will be sent to UNEPA(UN Environmental Protection Agency) and other agencies and organizations which share the same concerns and goals.  It will also be posted on the 21CS homepage.
